Greener production and management processes in the ceramic tiles industry – SANEX – Romania


it explain naturel recycle. Three arrows follow eachother.Romanian market for floor tiles is rapidly growing. SANEX has specialized to produce wall tiles and cannot cope with the demand for floor tiles as the existing production lines work at maximum capacity.

The project’s objective is to enable SANEX to take advantage of current business opportunities in the ceramic tiles market while greening the company’s production and management processes. Compared to the current levels, the project is expected to: Increase drying capacity of ceramic tiles by about 40%; Reduce natural gas consumption by 14-18% and Improve management practices and increase employee awareness of environmental issue.

Through the project, a new spray dryer with a larger capacity will be purchased and a new construction will be built to install it – as first steps necessary to provide sufficient powder to feed a new production line used exclusively for floor tiles production planned to be implemented in next years. The main beneficiaries will be SANEX’s employees, customers and local community.

The expertise of IDN Norway in the field of CSR/sustainable development will help SANEX develop a CSR strategy and will strengthen the bilateral relations.

Sustainable and Ethical Public Procurement – Romania


IPP cloud 3Sustainable and Ethical Public Procurement – exploring the successful Norway model of public procurement and identifying paths for promoting similar experiences in Romania

The aim of the project is to provide a thorough analysis and advance policy scenarios advocating for a smarter, more ethical and more sustainable public procurement process in Romania while creating awareness amongst policymakers for better alternatives in the tender procurement process using as example the Norway examples such as the Ethical Trading Initiative and the Difi (Agency for Public Management and e-Government) model of promoting the UN Guiding Principles on Business and Human Rights on public procurement.

This model is based on working within public procurement legal framework to purchase goods, services and works that support Government policies to achieve value for money, improve efficiency, increase sustainability and support the society through a better and fair trade. This includes promoting good governance, social cohesion and a fairer world by encouraging participation, inclusion and equal opportunities and engaging people’s creativity, energy and diversity.

Conceived as a mean to create a functional open market for purchasing smart and sustainable services, goods and works, the Romanian public procurement system is far by being competitive and quality generating. The system has been criticized for not being enough protected from abuses and corrupt practices (as repeatedly mentioned in the European Commissions Cooperation and Verification Mechamism monitoring reports) – thus the present project directly impacts upon the challenges that Romania still has to accomplish within the Justice and Internal affairs thematic area. At the same time, the ultimate overall current challenge is mostly related to enormous waste of public resources due to lack of interest/focus on making the system really oriented towards smart and sustainable procurements.

Partnerships for Zero-Waste Industrial Activities (PAZEWAIA) – Romania

Currently Romania recycles less than 6% of waste generated, nota bene, in the conditions that Romanians generate only a fraction of the waste generated in EU.

When mining waste is considered, the figures per capita above are approx. 10 times higher. These levels are very far from the EU levels that amounts to approx. 3 billion tons of waste generated each year (approx. 6000 kg per capita!) and will increase with 45% as compared to 1995 levels. As for the recycled / recovered waste, the following table refers to packaging waste, the only one category worth mentioning for recycling and re-use.  It  is  important  to  underline  that important  quantities  of  waste  are  exported  because  of  lack  of  process ing  facilities  in Romania. This applies especially to complex waste as WEEE,  hazardous,  medical.  Thus, Romanian waste sustains jobs and economic activities abroad instead of contributing to the domestic economics.  It  is  the  Project  aim  to  find  local  solutions  and  create  local  jobs  for processing / recycling / reusing waste locally. For  the  Suceava  County  in  the  Romanian  Focal  Zone,  the  figures  related  to  levels  of recovery and recycling are even lower, as shown in the following Table, calling for robust, decisive actions to change the course of things. Even  biomass  (wood),  a  representative  resource  of  the  Focal  Zone  is  poorly  recycled. Important quantities of wooden waste and sawdust are polluting rivers and roads in the area.

Project Objective

Establish an industrial ecosystem in local communities where technologies to be aligned to Best Available Technologies and unused or residual resources of one company are used by another, resulting in mutual economic, social and environmental benefits both for the companies and the community.

Spesific Goals

  1. Assessing the  Inventory  of  wastes  and  any  other  resources  available  in  the  Focal Zones that can be reinserted in the economic cycle.
  2. Generating, together with managers, options for Cleaner Production, reducing, in this way, the amount of waste that should be cared for;
  3. Generating symbiotic business partnerships in the Focal Zone  (Norwegian Business partnerships  with  Romanian  Companies,  very  encouraged),  for  adding  value  to  available resources  (wastes,  production  capacities,  laboratories,  experts,  transport  facilities,  training capabilities, workshops not used, etc.) and for reducing the need of virgin resources, fossil fuels and the environmental footprint of economic activities in the Focal Zones.
  4. Establish use  of  an  internet  based  tool  for  increased  local  resources  Norwegian Partner expected to insert data from Norwegian Companies
  5. Increase territorial cohesion in Focal Zones and collaboration with Norwegian partners and experts in all perspectives of sustainability by transfer of scientific, technical, economic, environmental know-how

Project Output

  1. The Project will generate an assessment procedure that will categorize potential symbiotic partnerships along technical and environmental criteria. Partnerships having the highest or innovative technical profile and least environmental impact will be encouraged. It is expected that 100+ companies in the Focal Zone will be assessed.
  2. A number of 30 Industrial Symbiosis partnerships will be created, stimulating local initiative and innovative approaches, but also Romanian-Norwegian cooperation. The Project will attract experts from industry, universities, research institutes and business/local authorities to solve difficult Cleaner Production or symbiotic problems. In may instances, the effective implementation of a given symbiotic link will require the expertize of academic and R&D representatives. Their  input  will  be  essential  to  the  success  of  the  partnership  since they will identify and test the best solution for a symbiotic  collaboration, they will make some symbiotic  partnerships  possible  (by  suggesting  practical  technical  solutions),  they  will contribute  to  innovative  approaches  that  clearly  differentiates  the  present  project  from  a brokerage activity.
  3. Focusing on local potential for economic activities, especially tourism. Number of  projects  supporting the  development  of  permanent  joint  services  in  the  area  of  The  best  example  is  the  use  of  renewables  (e.g. biomass waste)  in  domestic  heating  for touristic  facilities.  This  will  dramatically  reduce  the  energy  bill  of  tourism  investors,  will improve  sensibly  the  quality  of  environment  and  will  add  to  the  sustainability  of  their business.  As  the  touristic  potential  of  the  Focal  Zone  is  huge  and  has  a  long  confirmed tradition,  the  Project  will  make  a  priority  for  generating  symbiotic  partnerships  with  tourist service providers and will encourage Norwegian involvement.
  4. Establishing use  of  internet  based  tool  to  industrial  organizations  in  Romania and elsewhere providing information, advice and exchange function for their unused resources and    The application will collect  information  about  resources  available  at  enterprise level, will suggest ways for reducing waste generation via Cleaner Production approach and will generate a number of potential symbiotic partnerships with organizations that may use and add value to the available resource or waste. It is expected that 100+ companies in the Focal Zone will be included and use the application. During the Project, access to information will be for free. After the Project, the Team will suggest ways to sustain the momentum and keep the internet tool operational, in exchange of a minimal contribution of end-users or by using sponsorships or Government aid.

The project is a sub-project under ESD Romania funded by Norway Grants and administrated by Innovation Norway. The project promoter and project beneficiary will jointly integrate the plans for the services and investments into one joint Project Implementation Plan. Project partners are SINTEF (lead) and ECOIND. IDN have leased out Project Manager and other experts to SINTEF.

The services provided by SINTEF and ECOIND intent to consist of the following main activities:

The intent was to focus the investments on state of the art equipment and solutions for developing the meat producing facility. Among the acquisitions is a state-of-the-art incinerator for organic waste (mainly meat and bones from meat processing facility). The incinerator will have the capability of sustain combustion using organic waste and a system of recovering the heat generated in preparing hot water for use in the meat processing technology of the company. The equipment will comply with all legal norms and regulation in force in EU / Romania for the type of waste processed.

Micro Combined Cooling Heating Power (mCCHP)

The project will develop new alternative solution for obtaining electricity, heat and cold using traditional resources (wood), renewable energy (biomass) and solar energy for specific South-East region of Romania.

The proposed system is mCCHP-SE (micro Combined Cooling Heat and Power – with Stirling Engine) and is composed of a heat generator – heat solar collector – Stirling motor – electric generator – storage battery – static inverter. An electronic subsystem that has a logical program for monitoring, protection, command is used for optimal administrations for renewable energy and solar energy for consumers in isolated area (and/or no electrified).

Project’s main objective is to achieve a mCCHP-SE system for consumers in isolated area (and/or no electrified), country areas and city periphery as a durable alternative for their daily residential comfort.

Anders Stølan: CEO/President

Mr. Stølan holds a M.Sc. degree at the Norwegian Institute of Technology (NTH), within technical-economic planning in regional and urban areas. Master thesis focused on Regional and Local Economic Impacts of Petrochemical Industrialization.

Presently he is the President/CEO of International Development Norway. He was a Research Director at SINTEF, one of the largest Scandinavian research institutes , in the period 1997-2003, and 2004-2008, as well as scientist in SINTEF Industrial Management, Economics and Logistics. As a researcher on “commercialization of technology” he was engaged at Surrey Technology Centre, Surrey University, Guildford UK, 2003-2004. He also has experience as assistant professor, Department of Managerial Economic and Operations Research, at Norwegian University of Science and Technology (NTNU).

Mr. Stølan has extensive international experience in project development management and consulting, local economic development, innovation and trans-national technology transfer. More than 20 years of practice experience in delivering and managing SME innovation and competitiveness actions. In total more than 12 years of experiences in building up and manage research activities in SINTEF and proven competences in terms of R&D and innovation within Norway, Europe and developing countries. Direct access to numerous institutions and networks regarding technology innovation, innovative SMEs, regional development and science and technology policy. Experience in managing projects funded by the Norwegian Ministry of Foreign Affairs (NMFA), EU funded: Framework Programmes, Competitiveness Innovation Programmes (CIP), EEA grants, but also private clients (industry).

Of significant importance is his engagement at the projects with technology transfer and commercialization of technology, innovative solutions in solar energy and their contribution to decentralized robust solutions and job creation (project Technology & Business Cooperation Norway-Uzbekistan), Waste Treatment Solutions (2011-2013 Serbia), Process and Supplier Industry Development based on Natural Gas in Uzbekistan (2010-2011), Local Innovation and Business Development in Bioenergy and Plastic Recycling, Romania (2009-2011¬).
