Regional strategy on reduction of green-house gas emissions from buildings – Latvia


Wind turbine at sunsetResearch “Regional strategy on reduction of green-house gas emissions from buildings in largest cities in Kurzeme Planning region, using satellite imaging and state-of-the-art thermal auditing technologies”.

This project is necessary to promote awareness and capacity of municipality as well as greater society to use satellite data from Earth observation satellites that is soon to be available to any user from the European Union Copernicus program.

The aim of the research is to develop a methodology by which municipality’s decision-makers will be able to plan a transparent building insulation measures, monitor maintenance costs, investments, greenhouse gas (GHG) and CO2 emissions, as well as any other gained benefits.

To ensure qualitative implementation of this project 5 activities are arranged in logical order, during which satellite data will be obtained and processed, information on current activities and investments in insulation of municipality building from municipalities obtained and categorized, calculation methodology developed for investment return rate and benefits to be calculated, and a regional strategy for future action planning will be developed.

The result of the Project is a strategic plan that would be probated as a pilot-project for the selected set of 5 largest municipalities of Kurzeme region. However it would also facilitate increase of capacity of all other municipalities in Kurzeme region as well as in the whole territory of Latvia to prioritize and financially support investment planning for retro-fitting of municipal buildings.

IDN will contribute with experts on renewable energy and environmental technology that will be part of the team that make analysis of data from the research and help develop a strategy for the region.

New building of Science and Technology Museum “Kurzeme Demo Centre” – Latvia


DemocenterVentspils High Technology Park have now started constructing a low energy consumption house that will serve as an expanding operation of the Museum of Science and Technology „Kurzeme Demo Centre”.

The building itself will serve as a separate exhibit, which will demonstrate the possible solutions for sustainable buildings – with the usage of renewable resources, low carbon dioxide (CO2) emissions and low energy costs to the society. Planned building’s heating energy costs are 12.8kWh/m2 a year, which is approximately 10 times less than an current average building in Latvia, and it will fit within the standard of a passive house The annex will be fitted with solar batteries and collectors, and an air type heat pump/conditioner. It is planned that the building will open its doors on April 30, 2016.

After the Ventspils City Council building and the new Ventspils Health Centre this will be the third passive type building in Ventspils.

IDN will contribute with experts on renewable energy and environmental technology that will help develop the exhibitions within the Democenter.

Green Mission: Climate – Latvia


3Project “Green Mission: Climate” aim is to educate, inform and promote Latvian pupils’ and educational staff’s awareness and knowledge of climate change by using and integrating alternative educational approaches and methods into the project activities.

Wider and deeper understanding of climate change is also the key target result of the project. Direct target groups of the project are Latvian high school students, teachers of natural sciences, Latvian educational institutions and municipal education departments. Indirect target groups are society in wider sense, other different youth and educational organizations as well as families and friends of direct target groups.

The project will help to educate and inform youth by organizing interdisciplinary technical and practical workshops in schools as well as by providing field trips to science center in which with a help of several interactive expositions a special gallery of climate change will be created. A wide range of publicity activities will be implemented. Project includes activities that ensure project result sustainability.

IDN will contribute with knowledge sharing between Norway and Latvia. More specific organizing a study trip for the Latvian partners to Trondheim where they will meet local experts.

Ventspils High Technology Park

The main objective of the Foundation “Ventspils High Technology Park” (VHTP) is to provide all the necessary infrastructure and support services for the development of companies that are engaged in the field of high technologies and perform its activity in the city or region of Ventspils. Since 2009 VHTP also coordinates activities of Latvia’s Space Technology Cluster by initiating and afterwards implementing the field’s projects on national level.

VHTP started its activity on February, 2005. The organization has several founders, including Ventspils Free Port Authority, Ventspils University College, SIA “Industriālās investīcijas”, SIA “Siemens”, “Latvian Electrical Engineering and Electronics Industry Association”, “Association of Mechanical Engineering and Metalworking Industries of Latvia”, and Zernike Group B.V.

VHTP has several structural units:

The priority fields of VHTP are IT, telecommunications, electronics, mechanical engineering, industrial automation, computer-aided design, and space technologies.

Anders Stølan: CEO/President

Anders Stølan: CEO/President

Mr. Stølan holds a M.Sc. degree at the Norwegian Institute of Technology (NTH), within technical-economic planning in regional and urban areas. Master thesis focused on Regional and Local Economic Impacts of Petrochemical Industrialization.

Presently he is the President/CEO of International Development Norway. He was a Research Director at SINTEF, one of the largest Scandinavian research institutes , in the period 1997-2003, and 2004-2008, as well as scientist in SINTEF Industrial Management, Economics and Logistics. As a researcher on “commercialization of technology” he was engaged at Surrey Technology Centre, Surrey University, Guildford UK, 2003-2004. He also has experience as assistant professor, Department of Managerial Economic and Operations Research, at Norwegian University of Science and Technology (NTNU).

Mr. Stølan has extensive international experience in project development management and consulting, local economic development, innovation and trans-national technology transfer. More than 20 years of practice experience in delivering and managing SME innovation and competitiveness actions. In total more than 12 years of experiences in building up and manage research activities in SINTEF and proven competences in terms of R&D and innovation within Norway, Europe and developing countries. Direct access to numerous institutions and networks regarding technology innovation, innovative SMEs, regional development and science and technology policy. Experience in managing projects funded by the Norwegian Ministry of Foreign Affairs (NMFA), EU funded: Framework Programmes, Competitiveness Innovation Programmes (CIP), EEA grants, but also private clients (industry).

Of significant importance is his engagement at the projects with technology transfer and commercialization of technology, innovative solutions in solar energy and their contribution to decentralized robust solutions and job creation (project Technology & Business Cooperation Norway-Uzbekistan), Waste Treatment Solutions (2011-2013 Serbia), Process and Supplier Industry Development based on Natural Gas in Uzbekistan (2010-2011), Local Innovation and Business Development in Bioenergy and Plastic Recycling, Romania (2009-2011¬). In the period 2008-2012 he also provided support in Technological Innovations in Micro Combined Cooling Heating Power Romania (mCCHP Innovation), WEEE Technology Transfer and Promotion between Norway-Poland, as well as Environmental Technology Transfer Mid-Norway Poland and Joint Applied Research and Economic Cooperation between Norway and Kharhov Region.

Torkel Ystgaard: Special Advisor, Innovation Support Systems

Torkel Ystgaard: Special Advisor, Innovation Support Systems

Mr Torkel Ystgaard is a 62 years of age engineer with profound knowledge and experience from several development and leadership positions in the Norwegian innovation ecosystem.

His long work experience include developing new technology in Norwegian R&D institutions, management of food processing industry, executive positions in the mass media sector and in several private and public institutions supporting innovation.

Mr Ystgaard has devoted a large part of his career to regional development and has been instrumental in designing and implementing several successful programs for regional economic growth in Norway. He invented the Norwegian Technology Incubator Program, and the very successful network of rural innovation centers called “Næringshager” (literally “Business Gardens”).

In addition to his work in Norway Mr.Ystgaard has been active internationally as well. In cooperation with various Norwegian governmental entities, he has designed and implemented aid financed programs for support of innovation and economic growth in countries like Bosnia Herzegovina, Macedonia, Croatia, Ukraine, Latvia and Moldova.

Mr. Ystgaard is retired from his position as Executive Vice President of the Norwegian state owned corporation Siva. (The Industrial Development Corporation of Norway). He is now acting as a Special Advisor within Innovation support systems to IDN – International Development Norway AS.
